Major Landside Disruptions Continue in the Port of Melbourne

Major container landside logistics disruptions continue in the Port of Melbourne this week due to port protests, road construction delays and container terminal IT systems outages. The negative landside performance impact is exacerbated by the short weeks leading into & after Easter. Port Protests: Another damaging port disruption was endured at Webb Dock on Friday evening (22 March) with Victoria International Container Terminal (VICT) again targeted by pro-Palestinian protesters. The protest was violent, with three police officers reported injured.

The protestors seemingly have no regard for the impact that their actions have on law-abiding container logistics workers who are just trying to go about their business of maintaining vital supply chain services to keep every Australian’s way of life sustained. A private Members’ Bill introduced into the Victorian Parliament on 7 March by the Shadow Minister for Ports and Freight, Roma Britnell, to define the Port of Melbourne as critical infrastructure and mandate its inclusion in the Victorian Critical Infrastructure Register, was voted down on party lines. There is now debate about whether Victoria should adopt similar laws to NSW requiring an application to be made to Police containing all relevant information about any protest, including the date, the time, the place, and the route for the protest. In NSW, the written notice must also indicate the number of people who are expected to participate and must identify the person taking responsibility for organising and conducting the protest. People have the right to engage in peaceful protests. However, there is a countervailing right not to impede the rights of other people, such as the right to the freedom of movement.

Continuing Road Construction Disruptions:

West Gate Tunnel Project (WGTP) construction works will continue to impede road transport operations through the Port of Melbourne in the coming weeks. The westbound carriageway of Footscray Road between Dock Link Road and Sims Street will be closed over multiple nights from this Monday, 25 March through to Monday, 8 April 2024. Sims Street Loop will also be closed. These are major road arteries to/from the Port of Melbourne impacting on heavy vehicles trying to access or leave the Port’s Swanson Precinct to and from the West. The West Gate Freeway (M1) between to West Gate Bridge and Grieve Parade, as well as the Princes Freeway between Kororoit Creek Road and the M80 interchange, continue to endure road construction closures. These combined disruptions are adding between 45 minutes to an hour truck travel time delays to/from transport yards in Melbourne’s western industrial suburbs.

Container Terminal IT Outages & Maintenance:

IT maintenance and unplanned systems’ outages have plagued all three international container terminals in the Port of Melbourne last week and into this week. This has added to the stress of meeting container logistics import and export demands through the Port of Melbourne in the shorter business days over the Easter holiday period. Container transport operators always try to meet their customers’ freight demands. However, freight forwarders and importers / exporters need to appreciate the level of congestion and delays continuing to impact on road transport operations through the Port of Melbourne.
